Contrary to popular belief, it is more important to have such discourse in a matter of foriegn policy than domestic policy. Whilst, it requires sophisticated understanding, which most of the public lacks, of how foreign policy works, I expect, Sen McCain to understand this. He should be the one to provide the guidance to the military leadership. The military leadership should provide the options, not guidance. Sen McCain should be commending Mr. Dempsey for showing a disciplined restraint, not condemning him

McCain's question. Civilian leadership over the armed forces is an absolute necessity for a civil-democratic-republic society to function. By design a armed force, uses rigid dictatorial way of functioning. On a typical mission, there is absolutely no discourse on how to handle it. The communication channel is rigidly vertically downward. This is not how a democratic government should function.
