'No vacancy' for leadership role for Priyanka Gandhi in Congress

Asked if this meant Priyanka was not required, Tharoor said "there is no vacancy at the moment. We have a President and a Vice President and they are doing a job".

Why would a leadership role fit for Priyanka Gandhi has to be President or the Vice President of the Congress party. If I recall, the AICC has a lot of leadership roles, including that of Mr. Tharoor himself. Why is Sashi Tharoor not even contemplating a smaller role for her. I wish we had gotten away from the dynastic mentality.
