Does that qualify EU to have the Nobel Peace Prize? Yes.
Does that qualify EU to have the Nobel Peace Prize, this year? No
Anyway, EU has a long & rough road ahead of it. The only way EU is possible in the long run is if it has sovereign authority over its member nations, but this, is not possible with the history as we know it. Hindsight may prove me wrong, but I do not believe EU would exist by the time my generation perishes
